It isn't news that AI pilots are stalling in 2026, with most never making it to production. What gets managed gets done, and that's just as true for an AI rollout as it was for every transformation before it.

What a pilot actually tests, and what it doesn't

A pilot is generally built to answer one central question: does this work at all. Along the way it usually shows how well it works and how hard it was to pull off too, but proving the concept is the headline job. It's typically run by people who already wanted it to succeed, on data that was cleaned up for the occasion, with someone standing by to catch mistakes before anyone downstream saw them.

The problem is that none of that tells you whether the same process holds up on the messier data every other team has, without a champion hovering over it, at ten or a hundred times the volume. A pilot that clears its own bar can still fail every one of those follow-up questions, and usually nobody wrote the second test down in advance.

Deloitte's State of AI in the Enterprise: The Untapped Edge, a 2026 survey of 3,235 business and IT leaders across 24 countries, found:

Deloitte's own explanation for the gap isn't a missing go/no-go decision meeting. The report points to competing organizational priorities: teams have to keep running what already works while also building what's new, and the new thing keeps losing that argument for attention.

KPMG's 2026 analysis of stalled enterprise AI pilots makes a related point from a different angle: "AI doesn't scale because a model performs well. AI scales because the underlying IT environment can absorb and operationalize it repeatedly." A pilot can succeed and still meet an organization that isn't built to run it at scale yet, not because nobody decided, but because nobody had finished building what the decision actually depended on.

Grant Thornton's 2026 AI Impact Survey of 950 business leaders across ten industries found organizations with fully integrated AI are nearly four times more likely to report AI-driven revenue growth than organizations still in pilot mode, 58% compared to 15%. A pilot that never leaves pilot status doesn't just stay stuck. It keeps the organization stuck with it.

Does naming it a go/no-go decision fix the stall?

No. A go/no-go gate is the right shape for this decision, a defined point where the four things above get checked before anything moves further. But the label alone doesn't create the checking. Calling a meeting a go/no-go gate while the data, process, ownership, and cost questions are still open just moves the same stall into a room with a name on the calendar. The gate has to be loaded with real criteria, and someone has to be willing to return a genuine no or not yet when those criteria aren't met, not wave a pilot through because it already worked once. That last part is usually where competing priorities take over: saying no or not yet to a pilot that already proved itself is a harder conversation than just letting it keep running, so drifting is what happens by default.

Money can pay for infrastructure and more pilots, but it doesn't create the discipline that decides which pilots deserve to scale and what has to be true first. An organization can fund twice as many pilots and still stall at the exact same rate afterward, because the bottleneck was never the number of pilots run. It's whether the four things above get built and checked before a pilot's early success gets asked to carry more weight than it can actually hold.

It has a defined place where it acts, its output flows straight into the next step without someone retyping it, and the workflow was actually redesigned around having it there. Both can technically be "using AI." Only one of them changes what the work looks like.

The tell isn't whether AI is used, it's whether the workflow was redrawn

Most companies aren't short on AI usage anymore. They're short on workflows that were actually redesigned to have AI inside them. BCG's fourth annual global AI at Work survey, roughly 12,000 respondents across more than a dozen markets published in June 2026, found 74% of frontline employees now describe themselves as AI users. But only 30% of respondents say their organization has integrated AI agents into actual workflows, up from 13% a year earlier. Usage tripled the visible number. Integration is still the minority case.

Take something as ordinary as processing a vendor invoice. Bolted on, it looks like this: an invoice arrives by email, someone keys it into the AP system by hand, someone else opens a separate AI tool to check it for duplicates or anomalies and jots down what they find, an approver manually checks the line items against the purchase order, and once it's approved, someone updates a tracking spreadsheet by hand. Five steps, one AI tool wedged in as a side errand.

Embedded, the same process looks structurally different: the invoice is ingested automatically, AI extracts the line items directly into the system of record and flags anything unusual inline, flagged exceptions route automatically to the right approver while clean invoices proceed on their own, the approver only ever sees the exceptions along with the reasoning behind the flag, and payment and tracking update automatically once approved. Same five steps, but the workflow itself was rebuilt around what AI can now catch and route, not just sped up at one point in the middle.

What the 2026 data says about how far this has actually gone

Publicis Sapient's 2026 Global Enterprise AI Report, 1,550 AI decision-makers at companies with 500 or more employees and $100 million or more in revenue, surveyed in April and May 2026, found 73% of respondents say AI is used regularly or across most business processes.

Only 10% describe AI as core to how the organization actually operates. That 63-point gap between "regularly used" and "core" is close to the exact shape of bolted-on versus embedded: most companies have crossed the usage threshold, and a much smaller group has crossed the redesign threshold.

The same survey found 42% believe their organization isn't structurally built to capture AI's value at all, and 22% point to organizational design, not the technology, as the primary constraint.

The steps that used to be off-limits for redesign

In automation and transformation work I did before AI, redesign had a hard ceiling. You could rebuild a workflow around a new tool only if the step being automated was repeatable, followed a fixed set of rules, and ran on structured data, a number in a field, a status in a dropdown. Any step that required judgment, weighing context nobody had written into a rule, or reading something unstructured, an email, a contract clause, a customer's free-text complaint, stayed manual by default, because there wasn't a tool that could take it on. Redesign efforts drew a line at that point: automate everything up to the judgment call, then hand back to a person, and leave the rest of the workflow exactly as it was.

AI erases that ceiling. It can take on the decision step and the unstructured input, the two things that used to mark exactly where redesign had to stop. That's a real opportunity to rebuild a workflow end to end instead of automating around the edges of it. But a lot of teams are still redesigning like the old ceiling is still there, treating AI as a faster version of the tool that used to hit that wall, rather than asking what the whole workflow could look like now that the wall is gone. That's most of the gap between the exception-routing invoice example above and the version where AI just checks for anomalies on the side.

Does replacing one manual step count as embedding it?

Not exactly. Speeding up a single step is a legitimate first move, and it's usually how embedding starts. But a faster step inside an unchanged workflow is still a bolted-on tool, just a well-used one. Embedding requires someone to ask what the rest of the workflow should look like now that this step doesn't work the way it used to, and then actually change the steps before and after it. Skipping that question is exactly how a company ends up with high AI usage and a workflow diagram that hasn't been updated in over a year.

I've watched this exact pattern play out in rollouts that had nothing to do with AI. A new process goes out to a large, distributed team, everyone gets the same training session, a few people take to it immediately, and most of the team quietly reverts to the old way within a few weeks. From the outside, it can look like a motivation problem, like some people cared enough to figure it out and some didn't.

It wasn't a motivation problem. Nobody translated what the fast adopters were doing into something repeatable, and nobody gave the rest of the team a real block of time to practice it instead of just being told the new process existed. The gap didn't close on its own, because nothing about the rollout was actually designed to close it. AI adoption is running into the exact same wall, just with a flashier tool behind it.

Not by itself. A bigger group of individually excellent AI users is still a collection of individuals, not an organizational capability. How do we move AI from a few power users to team-wide adoption?

I think most of the disappointment companies feel about their AI results comes down to one confusion: mistaking personal enthusiasm for organizational change. Using AI tools means someone opens a chatbot or generator on their own initiative to help with a task, outside any formal process. AI integrated into work means the organization has redesigned the actual workflow so AI is a structural part of how the work happens, not an optional extra a person reaches for when they remember to. The distinction matters because an organization can have widespread personal AI use and still see almost no measurable change in output, because the underlying process was never touched.

Why this gap matters more than the adoption headline in 2026

Gallup's Q2 2026 workplace survey found 52% of U.S. workers use AI in their role personally, but only 47% say their organization has formally integrated AI tools to improve productivity, efficiency, or quality. The more telling number though is 20% of employees say they don't know whether their organization has adopted AI at all.

That last figure is the real story. Individual use is outrunning organizational integration, and a meaningful share of the workforce can't even say which category their company falls into. If the person who built the habit leaves the company, the capability stays, because it was never just a personal habit to begin with.

Any one of these is common in an organization still early in its AI use. Most of them at once is a sign the organization has adoption without integration.

Does personal use eventually turn into integration on its own?

Not reliably. Grassroots use is genuinely valuable. It surfaces which tasks AI actually helps with and builds comfort before anyone asks people to change how they work formally. I've watched this exact shape before, just without the AI in it. On a product development program I worked on, change control had to be tracked carefully to stay on scope and budget, but with that many people and worksheets involved, an approval step would inevitably get skipped or documented incorrectly somewhere along the way.

I could have automated my own piece of it and called that done. Instead I reworked the process itself: built process maps, coordinated across everyone the change touched, tested it, trained people on it, and wrote a procedure that had never existed before. That took a lot more work than automating my own workflow would have.

But once it was built, it didn't depend on me. New project managers picked it up and used it on every change they managed after that, without ever knowing there'd been a version of this that used to live in one person's head. That's the actual difference between a personal workaround and integration: one saves the person who built it time, the other becomes part of how the organization works.

How to tell where your organization actually stands

A few direct questions surface the answer faster than an adoption percentage. If you asked five people in the same role whether and how they use AI, would you get five different answers? Does the official process documentation match what people actually do, or does it describe the version from before AI showed up? Do you have a before-and-after process map showing exactly where AI enters the workflow, or does the map on file predate AI entirely? If the person who's best at using AI for a given task left tomorrow, would the practice leave with them?

If those answers vary widely across your team, that's not a minor inconsistency. It's the actual measurement of where you are.
