Cloudera’s 2026 Data Readiness Index, based on 1,270 IT leaders at companies with more than 1,000 employees, found that 96% of organizations have already integrated AI into core business processes. At the same time, 80% say those same initiatives are constrained by limited data access, and only 18% describe their data as fully governed. Companies that already cleared the “do we have AI” bar are still stalling case by case, which means the blocker was never overall adoption. It’s whether each specific use case has what it needs underneath it.

A 2026 ManpowerGroup Talent Solutions study of 80 C-suite, CHRO, and senior talent leaders found only 3% rated their organization’s leaders as “highly prepared” to lead AI adoption, and just 17% described their organization’s workforce readiness as advanced enough that AI capability is genuinely embedded into how work gets done. That gap isn’t evenly distributed either. A leadership team can be genuinely well-prepared to lead an internal drafting tool rollout and completely unprepared for a customer-facing AI agent, because the two use cases ask for different judgment, not just more of the same confidence.

Where I’ve watched this gap show up before AI

Long before AI, I coordinated the reporting and status data that fed governance and steering committees, the numbers leadership used to decide what was actually on track. The technology for tracking that data was rarely the problem. What consistently undermined the decision was inconsistent data feeding into it. On one product development program, we pulled percent-complete numbers straight out of Jira, but the same field meant something different on different teams. Some teams scoped their epics to run from design through launch; others left design out and tracked it as a separate line. Rolled up together, the numbers looked like a clean apples-to-apples view of progress. They weren’t, and leadership made real decisions on that rollup anyway, because a dashboard that looks complete doesn’t announce what’s missing from it.

That unevenness wasn’t uniform across a company either. One team’s numbers meant exactly what they said; another team’s, running in the same program, didn’t. AI is producing the same pattern now, some use cases sit on data and process solid enough to support them, others don’t, which is exactly why a single “are we AI ready” verdict was never going to be accurate for an entire organization at once.

Does having a written AI strategy mean you’re ready?

It depends which strategy you mean, and that’s usually where this gets muddled. An AI business strategy says which use cases the company wants to pursue and why they fit where the business is headed. A data strategy says whether the information those use cases actually depend on is accessible, consistent, and governed. Readiness rides on the second one. A company can correctly pick a use case that fits its business strategy perfectly and still not be ready for it, because Cloudera’s data shows 85% of companies believe they have a clear data strategy, yet 80% report their AI initiatives are constrained by data access problems in practice. Choosing the right use case and being able to run it are two different questions, and a strategy document answering the first one doesn’t tell you anything about the second.

Why "it went well" isn't a success metric

Roughly 74% of leaders want AI to grow revenue, but only 20% say they've actually seen it happen, according to Deloitte's 2026 research. That gap usually traces back to before the pilot even started: nobody wrote down what success would specifically look like, so there's no way to know later whether it happened. A pilot without an agreed number, hours saved, error rate, cycle time, revenue touched, can generate genuine enthusiasm and still have no defensible case for the investment it would take to scale it.

When I ran programs and projects, before AI, we never scheduled a pilot or proof of concept without a full plan behind it: a scope, a sponsor, a success measure, and a stage-gate with a pre-determined next step, whichever way the pilot landed. That's standard project management, not a special step. What I am seeing with AI pilots is that same discipline getting skipped, as if being about AI means the normal planning rules don't apply.

I implemented an RPA project once where we had six months to prove automation would work on one customer support workflow. That six-month window, and the checkpoint at the end of it, were built into the plan from day one, along with what would happen next depending on the outcome: full rollout if we hit the mark, a defined fallback if we didn't. AI pilots are running the same kind of proof of concept that RPA and plenty of other technologies have run for years. The technology changed. What's missing is the end-to-end plan that used to come standard with a pilot like this.

I've also learned to distrust "the pilot went well" as a status update on its own. It tells you whether people liked using something, not whether the organization is set up to decide what happens next. AI pilots are following that same pattern: the demo works, everyone's encouraged, and there's no plan in place that forces an explicit go or no-go decision.

The part that actually derails momentum: the people, not the tool

S&P Global found that 42% of companies abandoned most of their AI initiatives in 2025, up from 17% the year before, and that the average organization abandoned 46% of its AI proof-of-concepts before they ever reached production. A tool that works in a controlled pilot still has to survive contact with people's actual daily workflow, and that requires the same change management any other initiative needs: training, a clear owner, and a real plan for how the rollout affects the jobs of people who weren't in the room for the pilot. Again, this is no different than any other non-AI digital rollout.

The clearest signal isn't how many people are talking about AI internally. It's whether ownership, workflow, and skill exist to carry a use case past the demo stage.

Enthusiasm scales faster than infrastructure. Two recent reports show the same pattern from different angles:

Excitement shows up as executive sponsorship, a signed contract, and a pilot team eager to prove the concept works. That's evidence of interest, not readiness on its own.

Readiness is structural. A named owner exists for the initiative past the pilot phase, the workflow it touches gets redesigned rather than AI bolted onto the old process, and the people expected to use it have both the skill and the standing to raise concerns when something looks wrong. McKinsey's data backs this up: high performers are 2.8 times more likely to have redesigned the underlying workflow (55% versus 20%) rather than layering AI on top of how work already happened.

Five signs your organization is excited, not ready

Any one of these on its own is manageable. Three or more at once is usually a sign the organization is still in the excitement phase, not the readiness phase.

Does getting ready mean slowing the initiative down?

Not necessarily. Readiness isn't a gate that has to close fully before anything ships. I don't have a favorite example of a transformation that went smoothly from day one. Most of the ones I've been part of didn't fail, they just took the long way there. A CRM rollout is a good example. The system went live, the project was never flagged as a failure, and leadership moved on to the next priority. But the training was thin, and most people kept working the new system the way they'd worked the old one, entering data in familiar patterns instead of the ones the new tool was actually built for. The interface changed. The workflow around it didn't.

It took years, not months, for the organization to see the benefits that switch was supposed to deliver. There was no single failure to point to. The delay was the absence of a redesign, quietly compounding. That's the same gap in a lot of AI rollouts now: real enthusiasm for the new capability, followed by adoption of it in the shape of the old process, which gets you to the same benefit eventually, just slower and more expensively than it needed to be.

How to actually test for readiness, not enthusiasm

A few direct questions surface the answer faster than a maturity survey. Who owns this initiative once the pilot team moves on to the next thing? Has the workflow itself changed, or did AI just get added on top of it? If someone on the front line spotted a problem tomorrow, would they know who to tell, and would they actually tell them?

If those answers are vague, or if different leaders on the same team give different answers, that's not a minor detail. It's the actual measurement.
